Having been part of the too-sloppy Census Address Canvas this year, I was not surprised to read in your post that the Census had yet again changed its mind. Have they actually decided that they WILL use the HHC in next years Census?? But HOW? Your story is either wrong or much bigger than you realized. If the Census has overcome its management problems (doubtful) and intends to record NERFU Census data, I'll bet there will be serious problems. If they only plan to use the HHC to guide (but no looky while drivie) and possibly track the NERFU personnel it could be some help; NURFU may still be lead astray by wildly inaccurate map spots and HHC lockups. Google Earth for the wireless laptops and GARMIN (or equivalent) for the field ops would still be better, easier and cheaper.
